Este trabajo analiza las políticas educativas que modificaron las competencias de gobierno del sistema formador en la Argentina entre los años 2003-2015, y sus incidencias en los principales temas de la agenda en esos tiempos. Debido a que la definición de una política cobra sentido en el contexto en el que se inscribe presentaremos un recorrido histórico y delimitaremos cómo se constituyeron las atribuciones entre el gobierno nacional y los gobiernos jurisdiccionales y sus implicancias. Se analizará a partir de las bases legales y las principales normativas producidas durante esos años. Podremos delimitar de dos períodos. Durante el primero se generaron las condiciones legales e institucionales básicas para que, durante el segundo período, en ámbitos de concertación federal se elaboren las normativas necesarias para el funcionamiento de los Institutos de Formación. Concluiremos que el sistema formador en el 2015 se caracteriza por una diferenciación vertical de los órganos de orientación y conducción, que comparten cierta base normativa común; y por una diferenciación horizontal dada por dos circuitos: el de las universidades y el de los institutos de formación docente. Esta sería la gran deuda pendiente para poder hablar de la formación como un sistema

This paper analyzes the educational policies that modified the governance competencies of the training system in Argentina between the years 2003-2015, and its incidents in the main topics of the agenda at that time. Because the definition of a policy makes sense in the context in which it is recorded, we will present a historical overview and delimit how the attributions between the national government and the jurisdictional governments and their implications were established. It will be analyzed based on the legal bases and the main regulations produced during those years. We can delimit two periods. During the first one, the basic legal and institutional conditions were created so that, during the second period, the necessary regulations for the operation of the Training Institutes can be drawn up in areas of federal agreement. We will conclude that the training system in 2015 is characterized by a vertical differentiation of the guidance and driving bodies, which share a common normative base; and by a horizontal differentiation given by two circuits: that of the universities and that of the teacher training institutes.
