Abstract

No século XXI, a emergência da sociedade do conhecimento e das novas tecnologias reclama um novo padrão de desenvolvimento da economia, pautados na sustentabilidade, diversidade cultural, inovação e inclusão social. Mais do que nunca, estreita-se a relação entre desenvolvimento e cultura, um desenvolvimento baseado no estímulo da criatividade, que passa, em grande parte, pelo aumento da atividade empreendedora, o que permitirá construir uma economia mais competitiva. O principal objetivo deste estudo é demonstrar a viabilidade e sustentabilidade de um Arquivo funcionar como uma incubadora de indústrias criativas e culturais, no âmbito do empreendedorismo cultural. Para alcançar o objetivo proposto, foi adotada uma abordagem de investigação qualitativa e, dentro desta, o método de estudo de caso. Deste modo, foram selecionadas para o estudo duas incubadoras de empresas culturais e criativas: INSerralves (caso 1) e UPTEC/PINC (caso 2). Como instrumentos de recolha de dados utilizou-se a entrevista e a análise documental, e praticou-se, como técnica de tratamento de dados, a análise de conteúdo. Com base nas evidências empíricas obtidas, concluiu-se que um Arquivo, enquanto instituição, para além dos seus objetivos e funcionalidades (recolher, organizar, descrever, preservar, comunicar e divulgar o património documental), pode, tal como acontece nos casos aqui estudados, desempenhar um papel social e económico, apoiando uma incubadora cultural, e alojar e “alimentar” indústrias criativas e culturais, visto ter capacidades de oferecer infra-estruturas, serviços de apoio, espaços co-working, rede de contato (networking) e informação. Um Arquivo pode promover o empreendedorismo e oferecer oportunidades de desenvolvimento sustentável para micro e pequenas empresas, que permitem o crescimento dos negócios e, por conseguinte, a geração de empregos, renda e desenvolvimento da região. Uma forma de rentabilizar e divulgar o serviço de arquivo e o acervo documental e melhorar a imagem e o papel do Arquivo na atual sociedade do conhecimento. Devido a escassez de estudos a nível da incubação de empresas, principalmente na área das indústrias culturais e criativas, os resultados obtidos neste trabalho podem ser um contributo importante de apoio para futuras investigações nesta área das incubadoras e indústrias criativas e culturais. Um modelo de referência para perspetivar um Arquivo numa incubadora cultural é também proposto.

In XXI century, the emergence of the knowledge society and new technology demand a new pattern of economic development, guided by the sustainability, cultural diversity, innovation and social inclusion. More than ever, there is a close relationship between development and culture. A development based on stimulating creativity, passing, largely by increased entrepreneurial activity, which will build a more competitive economy. The principal objective of this study is to demonstrate the feasibility and sustainability of a file acting as an incubator of creative and cultural industries, within the cultural entrepreneurship. In order to achieve the proposed objective, a methodology was adopted as a qualitative approach and study case as a tool. Therefore, two incubators of creative and cultural enterprises, nonprofit private incubators, supported by public bodies (municipalities, universities, foundations, etc.) were selected. INSerralves and UPTEC/PINC. The data collection was based on interviews and document analysis. It was also practiced as a technique for data processing, the analysis of the contents. Based on empirical evidence obtained, it was concluded that an Archive as an institution beyond its objectives and functions (collect, organize, describe, preserve, communicate and spread documentary heritage) may, as happens in the cases studied, play a social and economic role, supporting a cultural incubator, and host and support creative and cultural industries, as it has capabilities to provide infrastructures, support services, coworking spaces, network, information promoting entrepreneurship and providing opportunities for sustainable development of micro and small businesses, allowing business growth and therefore job creation, income, region development. It takes into account the lack of studies at the level of business incubation, especially in the area of cultural and creative industries, the results obtained in this work can be an important contribution to support future research in this area of incubators and creative and cultural industries.
