Este relatório examina o papel da sociedade civil e das ONGs nas negociações do Pacto Global para Migração. A intensificação dos fluxos migratórios de pessoas em todo o mundo e a necessidade de discutir o tema de forma cooperativa levaram à criação do Pacto Global para uma Migração Segura, Ordenada e Regular, que pode ser considerado um marco nas negociações multilaterais relacionadas à migração de pessoas humanas. Por meio de uma revisão abrangente da literatura e análise qualitativa da sociedade civil nas negociações, bem como no Conselho de Direitos Humanos, o estudo revela que a sociedade civil espera que o PGM, quando efetivamente implementado, forneça aos Estados membros uma estrutura robusta para a governança da migração. Ao enfatizar a importância dos direitos humanos e do estado de direito, o pacto é visto como um documento internacional pioneiro que estabelece um modelo globalmente aceito para que os estados colaborem para alcançar uma migração segura, ordenada e regular.

This report examines the role of civil society and NGOs in the negotiations of the Global Compact for Migration. The intensification of migratory flows of people worldwide and the need to discuss the issue in a cooperative way, led to the creation of the Global Compact for Safe, Orderly and Regular Migration, which can be considered a milestone in multilateral negotiations related to the migration of human beings. Through a comprehensive literature review and qualitative analysis of civil society in the negotiations as well as in the Human Rights Council, the study reveals that civil society expects the GCM, when effectively implemented, to provide member states with a robust framework for migration governance. By emphasizing the importance of human rights and the rule of law, the GCM is seen as a pioneering international document that establishes a globally accepted blueprint for states to collaborate in achieving safe, orderly, and regular migration.
