Abstract

Sendo a igualdade de gênero uma prioridade democrática a nível mundial e o desporto uma plataforma com repercussão para a sua discussão, esta investigação visa compreender a comunicação da Confederação Brasileira de Futebol sobre as iniciativas de fortalecimento do futebol feminino entre 2019 e 2022. Para responder à pergunta de partida “como a CBF comunicou as iniciativas de fortalecimento do futebol feminino?”, recorre-se ao método misto paralelo convergente. Realizaram-se quatro entrevistas semiestruturadas em profundidade com atuais e ex-profissionais de comunicação da CBF, e com do atual presidente da instituição; procedeu-se à análise documental de regulamentos normativos da organização, e fez-se análise de conteúdo a publicações do website e redes sociais online da CBF, seguindo-se a análise interpretativa dos resultados. O período de análise decorreu entre janeiro de 2019 - quando entrou em vigor o Licenciamento de Clubes da CBF divulgado em fevereiro de 2017 - e outubro de 2022, mês em que o atual mandatário da CBF, Ednaldo Rodrigues, completou os primeiros seis meses no cargo como presidente eleito. Através das técnicas de recolha e de análise foram identificadas e analisadas 75 iniciativas de fortalecimento do futebol feminino publicadas no website e também nas redes sociais online da CBF. Concluiu-se que a promoção do futebol feminino não é uma questão identitária para a entidade responsável pela regulamentação e administração do futebol brasileiro, tendo sido alavancada exclusivamente devido a uma imposição normativa da FIFA, e que o departamento de comunicação não foi além do registro habitual das ações. Este estudo pretende contribuir para os estudos críticos da comunicação digital desportiva envolvendo a noção de igualdade de gênero e para a pesquisa de comunicação desportiva no âmbito das entidades regulatórias.

As gender equality is a democratic priority worldwide and sport is a platform with repercussions for its discussion, this research aims to understand the communication of the Brazilian Football Confederation about the initiatives to strengthen women's soccer between 2019 and 2022. To answer the starting question "how did CBF communicate the initiatives to strengthen women's soccer?", the convergent parallel method was used, conducting four semi-structured in-depth interviews with current and former CBF communication professionals, and with the current president of the institution; the document analysis of normative regulations of the organization, and the content analysis of publications from CBF's website and online social networks, followed by the interpretative analysi s of the data. The period of analysis ran from January 2019 - when the CBF Club Licensing released in February 2017 came into effect - and October 2022, the month in which the current CBF trustee, Ednaldo Rodrigues, completed his first six months in office as elected president. Through the collection techniques and analysis technique, 75 initiatives to strengthen women's soccer published on the website and also on CBF's online social networks were identified and analyzed. It was concluded that the promotion of women's soccer is not an identity issue for the entity responsible for the regulation and administration of Brazilian soccer, having been leveraged exclusively by force of an imposition from FIFA, and that the communication department did not go beyond the usual record of the actions. The study aims to contribute to critical studies of digital sports communication involving the notion of gender equality and to sports communication research within regulatory bodies.
