The risks may be borne by the site personnel, by people living near the installation and by the whole of society. The NNR is the prime regulator regarding nuclear and radiation safety and is responsible for providing the protection of persons, property and the environment against nuclear damage through the establishment of safety standards and regulatory practices and to exercise regulatory control related to safety over the siting, design, construction, operation and decommissioning of nuclear installations and other actions, to which the National Nuclear Regulator Act (Act No. 47 of 1999) applies. Since PBMR (Pty) Ltd is the applicant, it is therefore the legal entity responsible for fulfilling the financial, commercial and safety obligations and any other obligations, which may arise in connection with the PFP's operation.
