Abstract

As zonas costeiras acolhem um vasto património histórico-cultural associado às funções de defesa das sucessivas atividades económicas e sociais que se têm localizado nestes espaços ao longo do desenvolvimento da sociedade portuguesa. Portugal possui uma extensa costa que se encontra totalmente exposta à severidade e aleatoriedade do regime do regime de agitação marítima, que promove um estado de alerta constante a situações de emergência nas zonas costeiras e portuárias. Posto isto é fundamental um planeamento e uma gestão eficaz de intervenções por parte das entidades responsáveis, com a implementação de sistemas de alerta e a criação de mapas de risco no sentido de diminuir os danos em edifícios e equipamento, ou a perda de vidas humanas. O presente trabalho pretende avaliar a ocorrência de fenómenos como a inundação e o galgamento em praias e estruturas de defesa costeira existentes na Praia de São João da Caparica, localizada na Costa da Caparica, no município de Almada, no âmbito do projeto HIDRALERTA. Desta forma, a metodologia aplicada no presente trabalho tem por base uma boa caracterização da agitação marítima partindo de previsões de agitação fornecidas pelo modelo numérico WAVEWATCH III, sendo posteriormente transferidas para uma zona junto à costa. Para essa transferência recorre-se ao modelo espetral SWAN, que é validado com os dados medidos in situ por uma boia-ondógrafo posicionada a oeste do Bugio. O período de estudo é de 2007 a 2012. Obtidas as características de agitação marítima junto à costa procede-se ao cálculo do run-up e do galgamento na zona de praia e na zona de praia/estrutura, respetivamente. Posteriormente procede-se ao cálculo do nível máximo de inundação na zona de praia e do cálculo do caudal médio galgado por metro linear de estrutura na estrutura aderente. A avaliação do risco tem em conta o produto entre o grau de probabilidade de ocorrência e o grau de consequência. O grau de risco é atribuído por intermédio de consulta de tabelas. Nas tabelas estão representadas as descrições preliminares da probabilidade de ocorrência e das consequências da ocorrência. O grau de risco é obtido através de uma matriz de cruzamento dos graus descritos anteriormente. Posteriormente com o grau de risco atribuído é possível obter a aceitabilidade desse grau de risco. Relativamente aos resultados obtidos, verificou-se que o grau de risco varia consoante a caracterização da agitação marítima que é implementada nos cálculos do run-up na zona de praia.

Coastal areas embrace a vast historical and cultural heritage, associated with defence functions of economic and social activities that have been located in these areas, throughout the development of the Portuguese society. Portugal has an extensive coast which is totally exposed to the severity and randomness of the sea agitation regime, which promotes a constant state of alert to emergency situations in coastal and port areas. Taking this into account, it is essential the implementation of efficient procedures of planning and management by the responsible entities, such as warning systems and preparation of risk maps to decrease damage to buildings and equipment, or loss of human lives. The present study aims to evaluate the occurrence of phenomena such as floods and overtopping on beaches and coastal defence structures existing in São João da Caparica, located in Costa da Caparica, Almada, within the HIDRALERTA project. Thus, the methodology applied in the present study is based on a good characterization of sea agitation, based on the sea agitation forecasts supplied by the numeric model WAVEWATCH III, which are subsequently transferred to an area by the coast. For this transference we rely on the SWAN spectral model, which is validated with the data measured in situ by a float-sea wave graph positioned to the west of Bugio. The study period is from 2007 to 2012. Once obtained the characteristics of the sea agitation along the coast, the run-up and the overtopping are calculated, respectively, in the beach area and in the beach/structure area. Afterwards, the maximum level of flooding in the beach area is calculated, as well as the average flow overtopped by linear metre of structure in the adherent structure. The risk evaluation takes into account the product between the occurrence probability degree and the consequence degree. The risk degree is attributed by means of consulting tables. In the tables, the preliminary descriptions of the occurrence probability and of the occurrence consequences are represented. The risk degree is obtained through an intersection matrix of the degrees previously described. Once the risk degree has been attributed it is possible to obtain the acceptability of that degree of risk. Regarding the results, it was verified that the degree of risk varies according to the characterization of the sea agitation that is implemented in the run-up calculations on the beach area.
