Abstract

Dans cette dissertation l’idée passe par articuler trois concepts base qui servent à mieux comprendre la problématisation proposée lors du développement de ce travail. Ces concepts sont celui de « risque » ; « perception de risque » ; et celui de « vulnérabilité sociale ». C’est à travers ces trois éléments primaires d’analyse qu’il sera possible de mieux disséquer le cas d’Estarreja et les effets potentiellement néfastes de la présence d’un Complexe Industriel Chimique sur la communauté qui habite cette-même ville – une localité soumise à des niveaux de pollution assez graves pendant la plus grande part du XXème siècle, qui ont provoqué un passif environnemental considérable.C’est à partir de l’interprétation des concepts préalablement référés ; de leur arti-culation et d’un groupe d’entretiens sociologiques conçus pendant le développement de ce travail, que cette dissertation cherche à mieux comprendre dans quelle mesure l’identité d’une communauté – soumise à des « risques technologiques » constamment présents ; à ce passif environnemental antérieurement énoncé, qui peut constituer une menace à la santé publique – peut être soumise à des changements relevant des facteurs extérieurs à la dynamique organique de ce groupe d’individus. Nonobstant le rôle central de pouvoir comprendre les origines de ces mutations de l’identité d’une « communauté contaminée » - qui suivra dans ce texte une pensée cons-tructiviste – il est aussi de l’intérêt de cette production sociologique d’évaluer dans quelle mesure ces transformations sont ou pas néfastes pour la population qui en est sou-mise ; comprendre dans quelle mesure sont produites ou accentuées des inégalités socio-économiques et évaluer, dans la mesure du possible, les conséquences sur l’état de la san-té publique au sein de cette communauté.Finalement, ce texte propose une analyse au rôle du pouvoir local et central en ce qui concerne la prise de mesures relativement au rétablissement du passif environnemen-tal et au déploiement des politiques publiques visant la protection de la communauté lo-cale contre les risques inhérents à ce-même passif environnemental. Cette analyse sera faite de façon à qu’il soit possible de dessiner quelques recommandations finales, puisque ce travail passe aussi par l’établissement des ponts entre l’académie et la polis.

In the present dissertation one of the objectives passes by the articulation of three fundamental concepts for a better understanding of this text's problematic. These concepts are the following: the concept of "risk"; "risk perception"; and "social vulnerability". It is through these three base elements of sociological analysis that the case of Estarreja should be assessed. This portuguese town was subject to enormous amounts of pollution lead by an Industrial Complex that used to produce - and still produces - potentially dangerous chemicals, such as mercury which constitutes one of the biggest factors for the existant environmental passive that this city and its community are subject to. Interpretating the concepts that were previously referred and articulating them; plus the interpretation of a group of interviews that were performed for scientifical purposes, it is of the interest of this thesis to understand how may the identity of one community - usually subject to "technological risks"; to an environmental passive that may or may not constitute a threat to public health in that location - be subject to changes caused by external factors such as the ones that were just referred and that are interfering with the organical dynamic of this same community.Although the central role of the understanding on how this "contaminated community's" identity changes, - through the use of constructivist thoughts - the measure on how these changes constitute or not a threat to the studied population is also a matter of interest for this dissertation. In what concerns this subject the assessment of socio-economical inequalities constitutes one fundamental aspect, such as the analysis of the possible consequences caused by these changes on public health. Finally, the local power and central power's role relatively to the implementation of public policies oriented to reestablish the environmental passive and to protect the local inhabitants (human or not) is also subject to analysis. It is through this measurement that some recommendations are given in the final part of this dissertation, as it is of this author's interest to contribute to build more bridges in between the academy and the polis.
