Os desafios da democracia participativa

Abstract

O OP de Porto Alegre, no Brasil, que começou exactamente em 1989, foi a grande escola dos OP’s que temos hoje por toda a América Latina e na Europa. Técnicos europeus, latino-americanos e, pelo que vi recentemente em Nova Deli, até asiáticos, vieram beber às experiências latino-americanas as determinações técnicas e políticas que fizeram do OP um êxito estrondoso durante tanto tempo, um êxito que se tornou sustentável: sustentável enquanto modelo de acção política e não tanto como exemplo específico dessa acção, isto é, uma cidade pode ter durante um certo tempo o OP e eventualmente perdê-lo por razões políticas, por mudança da classe política do município e, na cidade ao lado, noutro país é relevada a bandeira do OP e traz novidades. Portanto, se tivermos dele essa visão ampla, o OP é hoje um processo de aprendizagem extraordinário; é por isso que temos também o Observatório das Práticas de Participação, exactamente para podermos dar conta dessa imensa criatividade que o OP e outras formas de democracia participativa criaram.
