Abstract

A presente dissertação surgiu na sequência de um estágio realizado na Comissão de Coordenação de Desenvolvimento Regional do Centro (CCDRC), em parceria com o Departamento de Ciências da Terra da Faculdade de Ciências e Tecnologia da Universidade de Coimbra. Os Planos Ambientais de Recuperação Paisagística (PARP) são instrumentos obrigatórios na legislação nacional (Decreto-Lei 270/2001, de 6 de outubro, alterado e republicado pelo Decreto-Lei nº 340/2007, de 12 de outubro) entregues às entidades licenciadoras conjuntamente com o plano de lavra e constituem a base da sustentabilidade da exploração das massas minerais (pedreiras), nomeadamente quando não estão sujeitas ao regime de Avaliação de Impacte Ambiental (AIA). A extração das massas minerais, incide por vezes sobre áreas sensíveis e/ou afetadas frequentemente pelos ciclos económicos, conduzindo em alguns casos ao abandono das explorações, com efeito negativo ao nível socioeconómico e ecológico, pelo que, a implementação dos PARP é determinante na redução dos passivos ambientais provenientes desta atividade económica.Foram objetivos deste trabalho contribuir para a organização e atualização da informação existente, na forma de base de dados, assim como, a realização um levantamento dos processos com PARP existentes na CCDRC sobre a Região Centro de Portugal. Bem como, interpretar os resultados obtidos de modo a identificar os principais parâmetros para um PARP padrão e explorar novas alternativas na recuperação paisagística.Constata-se que a recuperação ambiental e paisagística de uma pedreira constitui um processo complexo, quer do ponto de vista administrativo, quer ao nível da concretização no terreno das ações previstas.A implementação de novas alternativas dos tipos de recuperação de uma pedreira, pode trazer mais valias económicas, diretas ou indiretas, ou até criar e facilitar o relacionamento com a população da região em causa, de forma a mudar a perceção da sociedade sobre a exploração das massas minerais.

This dissertation arises following an internship at Comissão de Coordenação de Desenvolvimento Regional do Centro (CCDRC) in partnership with the Department of Earth Sciences of the Faculty of Science and Technology of the University of Coimbra.Environmental Landscape Planning Plans (in Portuguese PARP) are mandatory instruments in national legislation (Decree Law no. 270/2001, of October 6, modified and republished by Decree Law no. 340/2007, of October 12) delivered to the licensing entities together with the mining plan and constitute the basis for the sustainable exploitation of the mineral masses (quarries), particularly when they are not subject to the Environmental Impact Assessment (EIA) regime. The extraction of minerals in sensitive and/or damaged areas by economic cycles, in some cases lead to the abandonment of exploration, with a negative socio-economic and ecological effect. So, the implementation of the PARP is decisive in reducing the environmental liabilities arising from this economic activity.Thus, the objectives of this work are: contribute to the organization and update of existing database, make a survey of the existing PARP in the CCDRC related to the central region of Portugal; and interpret the results obtained through in order to identify the main parameters for a standard PARP. Alternative possibilities in the landscape recovery were also take in concern.It is noted that the environmental and landscape recovery of a quarry can be a complex process, both from an administrative point of view and the implementation of predicted actions on the field.The implementation of new alternatives to the types of quarry recovery can bring direct or indirect economic gains or even create and facilitate the relationship with the population of the region concerned in order to change society's perception about the quarries.
