Abstract

A liberalização do mercado de telecomunicações conduziu à instituição da livre iniciativa económica e igualdade de acesso dos operadores ao mercado, não tendo nenhum produto conhecido o desenvolvimento da Internet. A ubiquidade do acesso à Internet nos dias de hoje conduziu à existência de incentivos que colocam em causa o princípio end-to-end,enquanto Princípio basilar da construção da rede e ponto de partida para o Princípio da Neutralidade da Rede. Debruçaremos a nossa atenção sobre estudo do Zero Rating, e a possibilidade de tal prática contribuir para um desenvolvimento deste Sector em Rede e,em última instância, assumir-se como agente transformacional na superação da fractura digital------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

The liberalisation of the telecommunications market led to the institution of freeenterprise and access for new market entrants, having no product met the development ofthe Internet. The ubiquity of the Internet led to the existence of incentives which put under strain the end-to-end principle, as founding principle of the network and departing point to the Network Neutrality Principle. We shall focus on the study of Zero-Rating and the possibilities of such practice contribute to the development of this network industry andas a transformative agent in bridge the so-called Digital Divide-------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------
