Abstract

A crise financeira global que se desenrolou a partir de 2007 teve efeitos nefastos em particular para o continente europeu. Os países da Zona Euro, em particular, sofreram fortes recessões económicas, aumento de desemprego e aumento dos níveis de dívida. Alguns países do Euro foram mesmo alvo de períodos de ajustamento por parte de instituições internacionais na sequência de pedidos de resgate, uma vez que as suas situações financeiras e económicas se haviam deteriorado. No entanto, nem todos os países passaram pelas mesmas dificuldades, apresentando mesmo comportamentos económicos no sentido do crescimento após a crise financeira do final da primeira década do século XXI. O presente estudo pretende analisar o percurso histórico da integração europeia, particularmente ao nível económico e monetária, quanto às motivações políticas, circunstâncias e objetivos dos passos tomados. A análise histórica é relevante para compreender o quadro institucional e teórico da União Económica e Monetária estabelecido no Tratado de Maastricht, bem como os mecanismos que cria para a efetivação da política monetária europeia. Esta análise é realizada numa perspetiva neofuncionalista que é também analisada enquanto teoria explicativa e limitações de aplicabilidade. A análise dos indicadores económicos e financeiros dos países da Zona Euro permite avaliar a governação económica europeia e em que medida esta garantiu a coesão entre Estados. Em última análise será possível aferir as limitações do quadro teórico no qual a União Económica e Monetária se enquadra, e como é que essas limitações afetam a governação económica europeia. Por fim, esta investigação alerta para possíveis caminhos que atenuam essas limitações e contribuem para o aumento da coesão entre Estados-membros.

The global financial crisis which enfold in 2007 had negative impacts mainly in the European continent. The Eurozone countries, in particularly, were hit by major economic recessions, unemployment increase and surging debt. Some Euro countries were object of intervention by international institutions following bailout requests, once their financial and economic situations had worsened. However, not all countries had the same issues, some even saw their economy growing after the financial crisis that took place by the end of the first decade of the 21st century. This study aims to explore the historical path of the European integration, mostly on an economic and monetary level, regarding political motivations, circumstances and objectives of the taken steps. The historical analysis is relevant in order to understand the institutional and theoretical framework of the Economic and Monetary Union established in the Maastricht Treaty, as well as the mechanisms it created to enforce the European monetary policy. This analysis is set in a neofunctionalist approach, which is also scrutinized as an explanatory theory and its applicability limitations. The consideration of economic and financial indicators of Eurozone countries allows to access the European economic governance and how it has ensured the cohesion among States. By the end, it will possible to examine the limitations of the theoretical framework in which the Economic and Monetary Union relies on, and how those limitations affect European economic governance. Ultimately, this investigation lists possible alternative ways to reduce such limitations and contribute to increase cohesion within the member-States.
