Abstract

The Portuguese coast landscapes, which extend from the municipality of Mira to Quiaios in Figueira da Foz, have preserved its wide and inhospitable mantle of dunes during the XIX century and beginning of XX century. However, the dense forests of maritime pine, which had formerly subsisted in such lands, gave place to extensive empty areas. Facing no obstacle in its way, the sand would be carried by the winds, destroying fertile farming fields, thereby threatening the locals and putting their sustenance and survival at risk. The population relied on the produces of fishing and farming, regarding the extinction of pine forests as a synonym of their increasing precariousness. In fact, this represented an ancient and widespread problem, since it was starting to affect the whole national shore, from the dunes of Camarido in Viana do Castelo, to the ones in Vila Real de Santo António. In order to prevent the progress of these far-reaching sand areas and to cover all the resulting damages, the dunes from Mira to Quiaios underwent a massive project of reforestation, during the first half of the XX century. The sand dunes are now followed by forest, protecting and promoting prosperity among the surrounding populations, as well as the economic development of the country (Freire, 2004, p.193). Nevertheless, the reforestation strategy induces, in the meantime, a dramatic change of landscape in that territory. The threes give room to a new landscape and to new understandings of space. A space which reflects the need to draw, design and organize it, according to the concept of economical manipulation of forest resources, in association with a gathering of infrastructures and equipment. More than a cultural demonstration, the project expresses the administrative, economic and political power that the Government has over our territory. It is safe to say that the landscape of the dunes, from Mira to Quiaios, will be the protagonist of this work, which aims the review of its history and a reflection on the repercussions of the reforestation process during its erection, in the first half of the XX century.

A paisagem da costa portuguesa, que vai desde o concelho de Mira até à freguesia de Quiaios, na Figueira da Foz, manteve-se, durante o século XIX e início do século XX, um imenso e inóspito manto de dunas. Os densos bosques de pinheiro marítimo, que outrora povoaram aquele território, deram lugar a extensas áreas de vazio. Transportadas pelo vento, as areias, não tendo qualquer obstáculo, destruíam campos agrícolas férteis e ameaçavam as povoações, pondo em risco o seu sustento e a sua sobrevivência. Os povos dependiam dos proveitos da pesca e da agricultura, e viam no desaparecimento dos pinhais o aumento da sua precariedade. Este era, aliás, um problema antigo e amplo, que se generalizava por toda a costa nacional, desde as Dunas do Camarido, em Viana do Castelo, até às de Vila Real de Santo António. Como forma de suster o avanço do extenso areal e de pôr cobro aos prejuízos por ele causado, as dunas de Mira a Quiaios vão ser alvo de um intenso programa de Povoamento Florestal, durante a primeira metade do século XX. Aos vastos areais sucede a floresta que protege e promove a prosperidade das populações limítrofes e o desenvolvimento económico do país (Freire, 2004, p.193). Mas, simultaneamente à fixação das areias para proteção do território habitado, o Povoamento Florestal protagoniza uma profunda transformação da imagem daquele território. As árvores geram uma nova paisagem e dão lugar a novas interpretações do espaço. Um espaço que reflete uma intenção de desenho, projeto e organização, segundo a lógica de exploração económica dos recursos da floresta, e à qual se associa um conjunto de infraestruturas e equipamentos. Além de manifestação cultural, a obra é expressão do poder administrativo, económico e político, que o Estado exerce sobre o território. Pode dizer-se que a paisagem das dunas, de Mira a Quiaios, é a protagonista deste trabalho, que propõe a revisão da sua história e a reflexão sobre as implicações do processo de Povoamento Florestal na sua construção, durante a primeira metade do século XX.
