Abstract

O Alto Tâmega é uma região pouco desenvolvida do interior português, na qual têm estado subaproveitados os recursos com potencial turístico, em boa parte porque a sua exploração não tem sido orientada por uma perspetiva integrada. As suas águas mineromedicinais, bem como os resultados da exploração destas (balneários e fábricas de engarrafamento), são reconhecidas, pelo que este tem sido o recurso turístico mais promovido, ao longo dos anos, e aquele que adquiriu algum significado económico na região. Contudo as estratégias turísticas que se focaram exclusivamente nesse importante recurso, sem cuidar da sua articulação com a exploração dos restantes, têm deixado a região aquém do seu potencial, não se tendo traduzido no desenvolvimento sustentável da mesma. O presente estudo ensaia os termos de referência de um plano estratégico que tem como pontos fundamentais realizar um diagnóstico e propor ações para o desenvolvimento turístico da região do Alto Tâmega, no sentido de aumentar o valor do seu recurso mais reconhecido – as águas minero-medicinais – mediante a associação da sua exploração à de outros recursos endógenos. O eixo estruturador desse plano será a criação de um percurso pedonal e ciclável que servirá de âncora às outras ações de valorização dos recursos endógenos, reforçando a coesão e a identidade territorial.

The Alto Tâmega is an undeveloped region of the Portuguese interior, in which the resources with tourism potential have been underutilized, mostly because its exploration hasn’t been guided by an integrated perspective. Its medicinal mineral waters, as well as the results of their exploration (spas and bottling plants) are renowned. Therefore, over the years, this has been the most promoted touristic resource, and the one that has acquired some economical meaning in this region. However, the touristic strategies that have focused exclusively on that important resource, without taking into account its connection with the exploration of others, have left the region below its potential, not being able to express a sustainable development. This study rehearses the referential terms of a strategic plan whose main points are to perform a diagnosis and propose actions for the touristic development of the Alto Tâmega region. These actions will increase the value of its most acknowledged resource - its medicinal mineral waters – through a combination of its exploration with the other endogenous resources. The structural line of that plan is the creation of a pedestrian and cycling route that will anchor the other promotion actions of the endogenous resources, strengthening the cohesion and territorial identity.
