Abstract

Due to the implementation of the teaching performance evaluation established in the Decreto - Regulamentar nº 2/2010, from July 23rd, which presents a range of strategies to evaluate teacher performance, it became necessary to know the opinion of the involved persons so to obtain feedback and propose changes which can contribute to the evaluation‟s improvement. This is the goal of the present master dissertation: Evaluating teaching performance – the elementary school reality. Access to the legislative evolution and bibliographic records, which allowed a correlation/comparison/grouping between/of the various existing evaluation prospectives and models, his allowed a clear understanding of the various changes in the evaluation of teaching performance, which was realized in a descriptive-explanatory study of exploratory character. The tool used for data collection was partial-structured interviews of eight elementary school teachers (n=8), which played different roles in the teaching evaluation process. The interviews were analyzed based on content. Since teachers do not oppose their evaluation, but the means in which it has been implemented, this study suggests solutions to amend the current errors. The results show that the evaluation of teacher performance is essentially a bureaucratic system, which limits the healthy relationships between colleagues and stimulates unhealthy competition amongst them. The following limitations have been identified: the attribution of qualitative reviews of an individual based on the grouping shares/group evaluations; the lack of professional recognition of the evaluating entities, and the absence of specific training of the evaluated and the evaluator.

Com a entrada em vigor da avaliação de desempenho docente, definida no Decreto - Regulamentar nº 2/2010, de 23 de Junho, que organiza um conjunto de estratégias de forma a avaliar os docentes, sentiu-se a necessidade de conhecer a opinião dos diferentes intervenientes relativamente à referida avaliação e elaborar um conjunto de propostas que possam contribuir para a sua melhoria, sendo este o objectivo central da Dissertação de Mestrado: A Avaliação do Desempenho Docente – A realidade no 1.º Ciclo. Tendo em conta a evolução legislativa e a fundamentação teórica, que permitiu enquadrar o trabalho nas várias perspectivas e modelos de avaliação existentes, e compreender as várias mudanças na avaliação do desempenho docente, foi realizado, um estudo descrito-interpretativo de carácter exploratório. As entrevistas semi – estruturadas foram os instrumentos utilizados para recolha de dados, feita a oito docentes (n=8) do 1.º Ciclo, que ocupam diferentes funções no processo da Avaliação do Desempenho Docente, sendo aquelas tratadas com base na análise de conteúdo. O estudo propõe a correcção dos erros existentes, pois os docentes, não se opõem à avaliação, apenas não concordam com a Avaliação do Desempenho Docente actual. Os resultados evidenciam que a Avaliação do Desempenho Docente é essencialmente um sistema de índole burocrático, que limita as relações saudáveis entre pares, estimulando a competitividade e apresentando várias limitações, tais como: a atribuição de menções qualitativas dependentes das quotas do agrupamento; a falta de reconhecimento profissional das entidades avaliadoras e a ausência de formação específica por parte dos avaliados e dos avaliadores.
