Abstract

Country of fishermen, sailors and explorers, Portugal owes much of its history and culture to the sea. This liquid immensity is especially important for coastal populations, as it is from it that they draw their sustenance. Fishermen, inhabitants of the sea and the sand are, in both cases, definers of space and have common traditions from north to south of Portugal, and Cova-Gala participates in this popular identity network. The arte fishing, that is, the artisanal fishing at sea, commonly called xávega fishing, no longer exists in this small village south of Figueira da Foz and even the so-called industrial fishing has fewer and fewer fishermen native to Cova-Gala. In order to supply the lack of local and even national professionals, the shipowners increasingly seek foreign labour. It is a fact that Cova-Gala, like many other settlements, is becoming more and more multicultural. However, the arrival of people from other parts of the world raises a series of issues related to the difficulty of integration, ethnic segregation, and the absorption of the uniqueness of foreign cultures by the dominant culture, among others. Cova-Gala is also a place of fragile resistance to extreme climatic phenomena, such as storms or floods. With beaches increasingly eroded and floods increasingly frequent, if nothing is done, permanently inhabiting this place has its days numbered.Facing the physical urgency of preserving this fishing community, an urban strategy is proposed that seeks to re-naturalize, by proposing the planting of trees in vacant lots, and seeks to protect, by rescuing the idea of sand bypass and creating retention basins, and seeks to connect, by reinforcing pedestrian and cycling links between different areas of Cova-Gala and Figueira da Foz. As an attempt to respond to the social urgency in Cova-Gala, the projects of the Multicultures Centre and the Fishermen's Quarter emerge, which seek to shelter, gather and provide spaces for interaction for all people, native or not, of Cova-Gala.Doing architecture is an act of great responsibility towards people and increasingly towards the environment, but how can architecture respond to all this?

País de pescadores, marinheiros e exploradores, Portugal deve muito da sua história e cultura ao mar. Esta imensidão líquida é especialmente importante para populações costeiras, pois é dela que tiram o seu sustento. Os pescadores, habitantes do mar e da areia são, em ambos os casos, definidores de espaço e têm tradições comuns de norte a sul de Portugal, sendo que a Cova-Gala participa nesta rede identitária popular. A pesca da arte, ou seja, a pesca artesanal no mar, comummente dita da xávega, já não existe neste pequeno povoado a sul da Figueira da Foz e mesmo a chamada pesca industrial tem cada vez menos pescadores naturais da Cova-Gala. De modo a suprir a falta de profissionais locais e até nacionais, os armadores procuram cada vez mais a mão-de-obra estrangeira. É um facto que a Cova-Gala, como muitas outras povoações, se encontra cada vez mais pluricultural. Contudo a chegada de pessoas de outras partes do mundo levanta uma série de questões relacionadas com a dificuldade de integração, a segregação étnica e a absorção da do carácter único de culturas estrangeiras pela cultura dominante, entre outras. A Cova-Gala é também um lugar de frágil resistência a fenómenos climáticos extremos, como tempestades ou inundações. Com as praias cada vez mais erodidas e inundações cada vez mais frequentes, se nada for feito, habitar permanentemente este local tem os dias contados.Perante a urgência física da preservação desta comunidade piscatória propõe-se uma estratégia urbana que quer renaturalizar, propondo o plantio de árvores em terrenos baldios, quer proteger, repescando a ideia do bypass de areias e criando bacias de retenção, e quer conectar, reforçando ligações pedonais e cicláveis entre diferentes zonas da Cova-Gala e Figueira da Foz. Como tentativa de resposta à urgência social na Cova-Gala, surgem os projetos do Centro Multiculturas e do Bairro dos Pescadores que querem abrigar, reunir e proporcionar espaços de interação para todas as pessoas, naturais ou não, da Cova-Gala.
