Abstract

Os terminais portuários enfrentam uma crescente pressão para otimizar a utilização de recursos em condições operacionais imprevisíveis. Esta tese aborda o problema de agendamento integrado da atribuição de posições de acostagem e da afetação de rebocadores, um problema de coordenação ainda pouco explorado em contextos estocásticos. É desenvolvido um modelo de programação estocástica mista inteira em dois estágios (MILP) para otimizar conjuntamente o posicionamento dos navios nos cais e a alocação dos rebocadores, incorporando a incerteza nas chegadas e tempos de serviço através de um conjunto finito de cenários discretos derivados de distribuições empíricas. Para lidar com a elevada dimensionalidade do problema integrado, a formulação adota uma representação estruturada das variáveis de sequenciamento ao longo das dimensões espaciais e temporais, permitindo uma tomada de decisão coerente e sincronizada. Inicialmente, é apresentada uma formulação determinística como linha de base estrutural, sendo posteriormente estendida para integrar incerteza. A avaliação do modelo recorre a um conjunto de instâncias com dados realistas, nas quais foram verificadas soluções viáveis em todos os casos testados. A comparação entre as versões determinística e estocástica revela diferenças estruturais nos escalonamentos obtidos, com alterações nas alocações de rebocadores, nas posições de acostagem e nos tempos de início das operações, evidenciando a capacidade do modelo em ajustar-se a cenários com incerteza. As experiências de análise de sensibilidade mostram que parâmetros como a disponibilidade de rebocadores, o tempo mínimo entre tarefas e os pesos de prioridade dos navios têm impacto direto na eficiência das soluções. Estes resultados reforçam a relevância de abordagens de agendamento que antecipem variabilidades operacionais e apontam o modelo proposto como uma ferramenta robusta para a gestão integrada de recursos portuários.

Port terminals face increasing pressure to optimize resource utilization under unpredictable operational conditions. This thesis addresses the integrated scheduling problem of continuous berth allocation and tugboat assignment, a coordination challenge that remains underexplored in stochastic contexts. A two-stage stochastic mixed-integer linear programming (MILP) model is developed to jointly optimize vessel positioning along the quay and tugboat allocation, incorporating uncertainty in vessel arrivals and service durations through a finite set of discrete scenarios derived from empirical distributions. To manage the high dimensionality of the integrated problem, the formulation adopts a structured representation of sequencing variables across spatial and temporal domains, enabling coherent and synchronized decision-making. A deterministic formulation is first introduced as a structural baseline and then extended to incorporate uncertainty. Model evaluation is conducted using a set of test instances with realistic data, all of which yielded feasible solutions. The comparison between deterministic and stochastic versions reveals structural differences in the generated schedules, including changes in tugboat assignments, berth positions, and operation start times, demonstrating the model’s capacity to adapt to uncertain conditions. Sensitivity analyses indicate that parameters such as tugboat availability, minimum idle time between tasks, and vessel priority weights directly influence the quality of the solutions. These results highlight the importance of scheduling strategies in dynamic port environments and support the proposed model as a robust tool for integrated port resource management.
