Abstract

A Pobreza Energética (PE) é um problema atual que afeta milhões de famílias em todo o mundo, independentemente do nível de desenvolvimento do país. Este problema manifesta-se em habitações ineficientes, através de desconforto térmico, presença de humidade e bolores, e por limitações da capacidade económica das famílias. Os principais fatores que contribuem para a PE são o clima, o parque habitacional (nomeadamente a sua baixa eficiência), aspetos económicos e a literacia energética. A sua natureza multidimensional, aliada à desinformação existente, dificulta o reconhecimento e o tratamento eficaz da PE. Neste contexto, os indicadores assumem um papel fundamental na identificação e caracterização da PE, permitindo avaliar e transmitir a gravidade da situação. Esta dissertação tem como objetivo avaliar a PE na região centro de Portugal, recorrendo a diferentes tipos de indicadores, desde unidimensionais a multidimensionais. A análise centra-se na comparação entre os diversos indicadores utilizados e na identificação dos principais fatores que influenciam a PE nesta região, com o intuito de apoiar o desenvolvimento de estratégias e políticas de combate e mitigação. Para tal, foram inicialmente selecionados vários indicadores de PE, que posteriormente foram aplicados a dados recolhidos através de um inquérito social realizado no âmbito do projeto REVERTER, junto de famílias da Região Centro. Os resultados obtidos mostram que a prevalência da PE varia significativamente consoante o indicador utilizado, sendo os indicadores multidimensionais mais eficazes para uma caracterização abrangente do problema. Adicionalmente, verificou-se que fatores como o rendimento familiar, os custos energéticos e o estado de conservação das habitações exercem um impacto considerável sobre a PE. Conclui-se, assim, que a utilização de indicadores multidimensionais, como o Multidimensional Energy Poverty Index (MEPI), Índice de Pobreza Energética Multidimensional, e o Energy Poverty Vulnerability Index (EPVI), Índice de Vulnerabilidade à PE, ou a combinação de vários indicadores unidimensionais, permite uma análise mais robusta e detalhada da PE, essencial para a formulação de medidas eficazes de combate e mitigação.

Energy Poverty is a current issue that affects millions of households around the world, regardless of a country’s level of development. This problem manifests itself in inefficient housing, resulting in thermal discomfort, the presence of dampness and mold, as well as limitations in the economic capacity of families. The main factors contributing to EP are climate, housing stock (particularly its low efficiency), economic aspects, and energy literacy. Its multidimensional nature, combined with the existing lack of information, makes the recognition and effective treatment of EP more difficult. In this context, indicators play a fundamental role in identifying and characterizing EP, allowing for the assessment and communication of the severity of the situation. This dissertation aims to assess EP in the central region of Portugal, using different types of indicators, ranging from unidimensional to multidimensional. The analysis focuses on comparing the various indicators applied and identifying the main factors that influence EP in this region, with the purpose of supporting the development of strategies and policies to combat and mitigate it. To this end, several EP indicators were initially selected, which were subsequently applied to data collected through a social survey conducted within the scope of the REVERTER project, involving families from the central region. The results show that the prevalence of EP varies significantly depending on the indicator used, with multidimensional indicators proving to be more effective in providing a comprehensive characterization of the problem. Furthermore, it was found that factors such as household income, energy costs, and the condition of the dwellings have a considerable impact on EP. It was therefore concluded that the use of multidimensional indicators, such as Multidimensional Energy Poverty Index (MEPI) and Energy Poverty Vulnerability Index (EPVI) or the combination of various unidimensional indicators, allows for a more robust and detailed analysis of EP, which is essential for the formulation of effective measures to combat and mitigate it.
