Abstract

As Infraestruturas Verdes têm se demonstrado um conceito importante para a construção e planeamento de cidades mais sustentáveis, que utilizam estruturas como os espaços verdes para, não só combater problemas provocados pelas infraestruturas cinzentas como as ilhas de calor e a impermeabilização do solo, mas também para aumentar o bem-estar e a qualidade de vida dos seus cidadãos. Contudo, a densidade populacional elevada e a pressão sobre os solos, presentes nas grandes cidades, dificulta a criação e o acesso a espaços verdes, existindo assim a necessidade de aferir a disponibilidade e a distribuição espacial destes espaços.O objetivo deste trabalho é estudar e implementar uma metodologia que permita medir a acessibilidade a Infraestruturas Verdes em meio urbano, apoiando-se no conceito de planeamento urbano sustentável das Cidades 15 minutos. Desta forma, criou-se uma metodologia com base nos critérios da Direção Geral do Território (DGT), que permitiu produzir três análises espaciais distintas, com diferentes níveis de detalhe dos dados referentes aos espaços verdes, possíveis de serem comparadas entre si.Ao aplicar a metodologia à cidade de Coimbra, os resultados obtidos permitiram concluir que, atualmente, Coimbra é uma cidade com muitas áreas previstas para a construção de espaços verdes, mas que só uma parcela delas é que efetivamente está a ser utilizada com este fim. Para aumentar a acessibilidade e a capitação, que se apresentam abaixo dos valores recomendados pela DGT, não será preciso alterar a designação de uso do solo de outras áreas, como acontece em algumas cidades mais densamente povoadas, e sim requalificar os espaços que já estão previstos no Plano Diretor Municipal (PDM) da cidade.

Green infrastructure has proven to be an important concept for building and planning more sustainable cities, which use structures such as green spaces not only to combat problems caused by gray infrastructure such as heat islands and soil sealing, but also to increase the well-being and quality of life of their citizens. However, the high population density and pressure on land present in large cities makes it difficult to create and access green spaces, so there is a need to assess the availability and spatial distribution of these spaces.The aim of this work is to study and implement a methodology to measure accessibility to green infrastructure in urban areas, based on the sustainable urban planning concept of 15-minute cities. In this way, a methodology was created based on the criteria of the General Directorate of the Territory (DGT), which made it possible to produce three different spatial analyses, with different levels of detail of the data relating to green spaces, which can be compared with each other.By applying the methodology to the city of Coimbra, the results obtained allowed us to conclude that Coimbra is currently a city with many areas planned for the construction of green spaces, but that only a portion of them are actually being used for this purpose. To increase accessibility and capitation, which are below the values recommended by the DGT, it will not be necessary to change the land use designation of other areas, as happens in some more densely populated cities, but rather requalify the spaces that are already planned in the Municipal Master Plan (PDM) of the city.
