Abstract

O caminho para a Transformação Digital na Administração Pública já era, de facto, uma realidade para vários países, inclusive Portugal. Porém, este foi acelerado quando a crise sanitária provocada pela Covid-19 afetou os serviços governamentais a nível mundial. Desta forma, se muitos países expressavam já o Governo Eletrónico como algo a implementar num curto espaço de tempo, repentinamente, este tornou-se algo “obrigatório” para manter o normal funcionamento das atividades, tendo levado os governos de todo o mundo, em poucas semanas, a digitalizar quase na totalidade os seus serviços públicos e a colocar em ação os projetos de desburocratização e de inovação que vinham a ser desenhados pelos sucessivos governos. Assim, sabendo que esta relação entre Cidadão e Estado está cada vez mais assente num modelo de Governo Digital, o objetivo do presente estudo passa precisamente por averiguar se esta proximidade digital, exigida pela crise pandémica, pode fornecer o estímulo que faltava para o sucesso do E-government. Para o efeito, é exposto um enquadramento teórico sobre a Transformação Digital na Administração Pública, onde se pretende identificar as oportunidades e desafios que a pandemia Covid-19 trouxe para o desenvolvimento do Governo Eletrónico. E onde se pretende mostrar o papel essencial e positivo das software houses (do qual é exemplo a Associação de Informática da Região Centro (AIRC)), para colmatar esses mesmos desafios. De seguida, será feita uma menção à metodologia utilizada e resultados obtidos, terminando com a caraterização da entidade acolhedora e as conclusões finais.

Several countries, including Portugal, were already on the path towards Digital Transformation in Public Administration. However, this process was accelerated when the health crisis triggered by Covid-19 affected Government services worldwide. Thus, if many countries had already declared E-government as something to be implemented in a short period of time, it suddenly became something “mandatory” to maintain the normal functioning of activities. Consequently, in just a few weeks, governments all over the world digitalized almost all their public services and put into action projects of debureaucratisation and innovation that had been designed by previous governments. Given that the relationship between Citizen and State is becoming increasingly based on a Digital Government model, the aim of this study is to examine whether this digital proximity, required by the pandemic, can provide the missing stimulus for its success. For that purpose, a theoretical framework on Digital Transformation in Public Administration is exposed, where it is intended to identify the opportunities and challenges that the Covid-19 pandemic has brought to the development of E-government. And where it is intended to show the essential and positive role of software houses (for example the Informatics Association of the Central Region (AIRC)), to overcome these same challenges. Then, mention will be made of the methodology used and the results obtained, ending with the characterization of the entity where I did the curricular internship and the final conclusions.
