Contradicciones en los saltos de escala. Procesos participativos y planes de acción para la transición agroecológica en la escala metropolitana

Abstract

La promoción de procesos de transición agroecológica desde las administraciones públicas presenta riesgos de convencionalización y cooptación. Diversos textos científicos plantean que estos riesgos pueden ser superados desde una adecuada articulación de procesos participativos que construyan el protagonismo del sector productor y las organizaciones sociales en la defin-ición e implementación de estos procesos. Sin embargo, hay una importante carencia de trabajos empíricos que discutan la aplicación del enfoque participativo a procesos de transición agro-ecológica, especialmente en escalas territoriales superiores a la finca o la comunidad local. En el presente artículo se analizan dos estudios de caso de co-producción participativa de Planes de Acción territoriales con enfoque agroecológico, en entornos metropolitanos del Estado español. El análisis comparado de los dos casos deriva en una propuesta de variables significativas para la adaptación del enfoque metodológico de la Dinamización Local Agroecológica a distintos con-textos. A su vez, señala algunas contradicciones inherentes al impulso de procesos participativos desde la administración, así como propuestas de trabajo para tratar de superarlas.

Summary: The promotion of agroecological transitions from pubic administrations shows convention-alization and cooptation risks. Several scientific papers propose those risks to be overcome throughout an effective display of participatory processes, able to set up the local farmers and food movements protagonism on their definition and implementation. Nevertheless, there is an important lack of empirical papers which discuss the application of Participatory Action-Reser-arch to agroecological transition processes, especially at territorial scales higher than the field or the local communities. With the present paper we analyze to case studies of participatory co-production of territorialized planning for agroecological transitions, on metropolitan areas of Spain. The compared analysis drives to a proposal of significant variables to the adaptation of the methodological approach of Local Agroecological Dynamization to different contexts. Moreover, it stresses some contradictions inherents to top-down approaches of participatory processes, and some suggestions in order to overcome them.
