Abstract

[ES] Durante la evolución de la vida en nuestro planeta, las barreras naturales han aportado aislamiento a poblaciones y ecosistemas contribuyen do a incrementar la biodiversidad. Sin embargo, la aparición y el desarrollo de las diferentes culturas humanas, y el posterior crecimiento de los viajes y comercio, han permitido que muchas especies hayan podido salvar estas barreras, expandiendo sus áreas de distribución, cuando se han visto asistidas, de manera intencionada o no, por los humanos (SSC, 2000). En España existe una falta de actualizaciones periódicas de sus catálogos, un ejercicio necesario por el mejor conocimiento de la taxonomía y del estado de conservación de nuestra biota. Esta falta de actualización implica la utilización de unidades de gestión erróneas en la toma de decisiones que afecten a nuestra biodiversidad. De modo parecido, algunas especies introducidas que se han llegado a reconocer como especies invasoras debido al impacto sobre la biota nativa, pueden seguir en los catálogos de especies protegidas y a menudo no están recogidas en los catálogos de especies invasoras. Se ha realizado una revisión de la presencia en el Catálogo Español de Especies Amenazadas (CEEA) y en el Listado de Especies Silvestres en Régimen de Protección Especial (LESRPE) de las especies que presentan dudas de ser alóctonas. Igualmente, se han consulta do 15 catálogos y listados regionales de especies amenazadas, y la Ley de Protección de Animales de Cataluña. A partir de la presencia/ausencia de las poblaciones/especies alóctonas en los catálogos anteriormente mencionados, se ha procedido a realizar una propuesta de modificación de estos. Dicha propuesta se basa en evidencias científicas aportadas por los expertos sobre el carácter alóctono y/o invasor de las especies. Igualmente, se ha procedido a consultar el Catálogo Español de Especies Exóticas Invasoras (CEEEI). En este caso se propone incluir en dicho listado a aquellas poblaciones/especies que, conocido su carácter alóctono e impacto en las regiones de introducción, no figuran actualmente en el CEEEI. La discusión entre los autores no ha llegado a un acuerdo unánime debido a distintas opiniones, aunque se ha llegado a una postura mínima de consenso. Los criterios a utilizar deberían ser claramente debatidos en un foro más amplio como es este congreso. Esta propuesta actualizaría el panorama vigente de introducciones en España en los catálogos nacional y autonómicos. No se incluyen en este listado introducciones procedentes del mercado de mascotas que en muchos casos ya aparecen en el CEEEI.

[EN] During the evolution of life on our planet, natural barriers have contributed to isolate populations and ecosystems contributing to increase biodiversity. However, the emergence and development of different human cultures, and subsequent growth of travel and trade have allowed many species to be able to overcome these barriers, expanding their range, when they have been assisted, intentionally or not, by humans. In Spain there is a lack of regular updates of the catalogs, a necessary exercise for better understanding of the taxonomy and conservation status of our biota. This lack of upgrade implies the use of erroneous management units to make decisions that affect our biodiversity. Similarly, some introduced species that have come to recognize as invasive species because of the impact on native biota, can continue in the catalogs of protected species and often are not included in the catalogs of invasive species. It has conducted a review of the presence in the Spanish Catalogue of Endangered Species (CEEA) and the List of Wild Species under Special Protection (LESRPE) of the species with doubts being alien. It has also been consulted 15 catalogs and regional lists of threatened species and the Animal Protection Act of Catalonia. From the presence / absence of stocks / non-native species in the abovementioned catalogs, it has come to make a proposal to amend these. The proposal is based on scientific evidence provided by experts on the allochthonous character and / or invasive species. Similarly, it has been consulted the Spanish Catalogue of Invasive Alien Species (CEEEI). In this case it is proposed to include in that list to those populations / species, known its allochthonous character and impact on the regions of introduction, not currently listed in CEEEI. The discussion between the authors has not reached unanimous agreement due to different opinions, although it has reached a minimum consensus position. The criteria used should be clearly discussed in a wider forum such as this conference. This proposal would update the current panorama of introductions in Spain at the national and regional catalogs. Not included in this list are introductions from the pet market that in many cases already appear in the CEE EI.
