Governança e regeneração urbana : entre a teoria e algumas práticas

Abstract

O planeamento, a governação e a transformação dos territórios são abordados a partir de uma perspetiva espacial centrada nos espaços urbanos e tomam os conceitos de governança e ordenamento do território para uma reflexão sobre convergências entre os modelos inovadores de gestão territorial e as abordagens integradas e colaborativas ao desenvolvimento urbano. Além da abordagem teórica, da leitura da evolução recente das políticas urbanas na União Europeia e em alguns dos seus países (com especial atenção a Portugal), faz-se uma aproximação com maior detalhe no Grande Porto. (...) Conclui-se o estudo com a ideia geral de que apesar de avanços no discurso político e na formulação de políticas como a POLIS XXI, subsistem vários desencontros entre a teoria e a prática que traduzem a ideia de um contexto de governança excessivamente teorizada e insuficiente territorializada, num contexto muito marcado pela formação de redes que privilegiam o setor privado e a concentração dos poderes de decisão nas estruturas públicas, pela insuficiente articulação territorial, pela fraca integração de políticas setoriais e pelo reduzido envolvimento da sociedade civil.
