El servicio de prevención y anuncio de crecidas en España (1863-1917)

Abstract

El proceso de creación del servicio de previsión y anuncio de crecidas en España, en relación a otros estados europeos, fue más complejo y tardío. A ello contribuyeron diversas causas, entre las cuales destacan las notorias limitaciones de la red hidrográfica y la relevancia de las crecidas súbitas torrenciales. No obstante, a lo largo de la segunda mitad del siglo XIX hubo iniciativas de la administración para alertar ciudades especialmente vulnerables a las crecidas fluviales. En 1914 se creó oficialmente el servicio de previsión y anuncio de crecidas en las diferentes divisiones hidráulicas. Los anuarios de sus actividades en 1915-1916 y 1916-1917 reúnen una valiosa información del régimen de crecidas de los mayores ríos peninsulares antes del inicio de las obras de regulación fluvial.

The creation of a flood forecasting and waning service in Spain was a more complex process and took place later than in other european countries. Between the several factors to explain this fact, the limitations of the gauging network and the importance of flash floods may be stressed. However, along the second half of the 19th century the administration tried to warm against floods those cities especially vulnerable. In 1914 the flood forecasting and warning service was created in the different water administration regions. The 1915-1916 and 1916-1917 yearbooks contain a valuable infiormation on the floods regime of the major peninsular rivers before the beginning of the regulation works.
