Abstract

A reintegração familiar está implícita em documentos jurídicos e políticas internacionais, no entanto não é um processo de clara compreensão. Garantir o sucesso da reintegração é investir na família, assim como na criança/jovem. Para tal, importa perceber quais as entidades e profissionais que fazem parte deste processo e como intervêm com as famílias. A presente dissertação procura clarificar e refletir sobre o processo de reintegração familiar em acolhimento residencial, tendo como principal objetivo compreender os processos e as práticas de intervenção dos profissionais. No presente estudo, foram recolhidos dados qualitativos através de entrevistas semiestruturadas, dirigidas à Comissão de Proteção de Crianças e Jovens (CPCJ), a duas casas de acolhimento residenciais e ao Centro de Apoio Familiar e Aconselhamento Parental (CAFAP) . No total foram realizadas seis entrevistas a nove profissionais. As entrevistas permitiram o conhecimento de informação privilegiada, nomeadamente: as funções dos profissionais que participam no processo, os métodos e instrumentos utilizados, os aspetos que dificultam e facilitam o processo de intervenção, a relação que se estabelece entre o assistente social, a família e a criança. Concluiu-se que o processo de reintegração familiar acontece quando existe disponibilidade da parte da família para mudar a situação em que se encontra, mas também quando os profissionais avaliam as capacidades e as competências cognitivas que cada família apresenta. Revelou-se que o trabalho realizado pelas profissionais é centrado na defesa do superior interesse da criança e, quando prevista a reintegração, em trabalhar o potencial de mudança da família através do reforço das competências parentais.

Family reintegration is implicit in legal documents and international policies; however, it is not a clearly understood process. Ensuring successful reintegration means investing in the family, as well as in the child/youth. To this end, it is important to understand which entities and professionals are part of this process and how they intervene with families. As such, this dissertation seeked to clarify and reflect on the process of family reintegration in residential care and its main goal is to understand the processes and intervention practices of professionals. In this study, qualitative data was collect through semi-structured interviews directed at the Commission for the Protection of Children and Young People (CPCJ), two foster homes, and the Center for Family Support and Parental Counseling (CAFAP). A total of six interviews to nine professionals were conducted. The interviews provided privileged access to information on the roles of the professionals involved in the process, the techniques and tools employed, the factors that hinder and facilitate the intervention process, and the relationship established between the social worker, the family and the child. This study demonstrated that the process of family reintegration occurs when the family is willing to change the circumstances in which it finds itself, as well as when professionals evaluate the skills and cognitive competences that each family exhibits. It was found that the experts’ work is centered on defending the child's best interests and, where reintegration is anticipated, strengthening parenting skills to support the family’s potential for change.
