Política municipal de construccions escolars de l’Ajuntament d’Elx: 1939-1979

Abstract

El règim franquista portà a terme una política de construccions escolars que permeté, finalment, superar l’endèmica mancança de places escolars a Espanya. Les distintes corporacions municipals de l’Ajuntament d’Elx que s’hi succeïren reproduïren en l’àmbit local la seqüència d’iniciatives que esdevingueren en l’àmbit estatal. La presència de Vicente Quiles al capdavant de l’Ajuntament d’Elx des de la meitat de la dècada dels 60 fins al final del període, el tram de major activitat constructora escolar, dotà d’un fil conductor la política de construccions escolars municipal. Aquesta circumstància, juntament amb el fet que la pràctica totalitat de les obres les dugueren a terme un reduït grup d’arquitectes (Santiago Pérez Aracil, Antonio Serrano Peral i Antonio Serrano Bru), explica que el conjunt de l’obra escolar d’aquest període forme un conjunt homogeni i complet tant en l’àmbit arquitectònic com en l’àmbit polític.

The school building policy under the Franco regime helped overcome in the end the recurrent lack of school places in Spain. The successive local administrations holding the Elx City Council reproduced, at a local level, the sequence of initiatives that were being developed at a national level. The figure of Vicente Quiles as the Mayor of Elx from the mid sixties to the end of the dictatorship –which was the period in which more schools were built– provided a common thread to the local school building policy. This is why, including the fact that almost all construction works were undertaken by a small group of architects –Santiago Pérez Aracil, Antonio Serrano Peral and Antonio Serrano Bru–, the schools built in that period as a whole make up an homogeneous and complete group both in an architectural and in a political sense.
