In Quebec all persons under the age of sixteen are required to attend school on a full-time basis. The intent of such a requirement is to provide equal opportunity for all. No one would argue the merits of such an aim; however, the reality is that not all children have had the same life experiences and, as a result, some are not equipped, either emotionally or academically, to benefit from this equal opportunity.
