Une médiation invisible ?

Abstract

Le conflit basque a constitué l’un des derniers conflits ethno-nationalistes violents d’Europe de l’Ouest, avant l’arrêt définitif des opérations armées (2011), le désarmement (2017) puis l’auto-dissolution (2018) de l’eta(Euskadi ta Askatasuna). Parmi les acteurs de la résolution de ce conflit, le rôle joué par certains secteurs de l’Église catholique, pourtant très actifs depuis la transition démocratique espagnole, a longtemps été minoré. Cette médiation s’est exercée tant sur le plan de la promotion sociale de la paix que sur celui de l’intermédiation directe avec les parties polarisées. En retour, le conflit a travaillé les clivages internes de l’institution catholique avec au moins trois visions normatives (légaliste, alternative, délibérative) du traitement du fait nationaliste en régime démocratique. Afin de surmonter les divisions de l’Église locale et dans une stratégie de transnationalisation des définitions du conflit et de sa résolution, les acteurs politiques ont enfin travaillé à impliquer les institutions centrales du catholicisme.
