El artículo presenta un estudio de la LO 7 /2003, de medidas de reforma para el cumplimiento íntegro y efectivo de las penas, por medio de la cual se imponen restricciones en la progresión de grados afectando mayoritariamente a dos grupos: los condenados por delito de terrorismo y los miembros de una organización criminal. El análisis se plantea a la luz de la finalidad resocializadora de la pena de prisión que establece el art. 25 C.E. y de la legislación comparada, a fin de dilucidar si las reformas introducidas contienen o no visos de inconstitucionalidad.
