Abstract

Le bassin versant de la rivière Sinos est l'un des bassins d'eau les plus pollués du Brésil avec de grands efforts pour sa récupération grâce à une gestion intégrale. PESTEL est une analyse pour l'étude des variables externes ayant une influence sur l'efficacité de l'organisation ou du projet. Cet article présente un modèle pour résoudre les problèmes rencontrés dans le processus de mesure et d'évaluation de l'analyse PESTEL en tenant compte des interdépendances entre les sous-facteurs et en modélisant l'incertitude et l'indétermination dans le bassin de la rivière Sinos. Une cartographie cognitive neutrosophique a été utilisée pour modéliser la structure intégrée des sous-facteurs PESTEL. Une analyse quantitative a été développée basée sur l'analyse statique et les nombres neutrosophiques. Pour démontrer l'applicabilité de la proposition dans l'analyse des facteurs externes de la rivière Sinos, une étude de cas est développée. Les interdépendances entre les sous-facteurs ont été incluses et l'incertitude et l'indétermination ont été modélisées de manière pratique. Le sous-facteur a été classé et réduit, les trois principaux facteurs étant écologiques, technologiques et sociaux. Le document se termine par une conclusion et des recommandations de travaux futurs.

La cuenca del río Sinos es una de las cuencas hídricas más contaminadas de Brasil con grandes esfuerzos para su recuperación a través de la gestión integral. PESTEL es un análisis para el estudio de las variables externas con influencia en la eficiencia de la organización o proyecto. Este documento presenta un modelo para abordar los problemas encontrados en el proceso de medición y evaluación del análisis PESTEL teniendo en cuenta las interdependencias entre los subfactores y modelando la incertidumbre e indeterminación en la cuenca del río Sinos. Se utilizó un mapa cognitivo neutrosófico para modelar la estructura integrada de los subfactores PESTEL. Se desarrolló un análisis cuantitativo basado en análisis estático y números neutrosóficos. Para demostrar la aplicabilidad de la propuesta en el análisis de factores externos del río Sinos se desarrolla un estudio de caso. Las interdependencias entre los subfactores fueron inclusivas y la incertidumbre y la indeterminación se modelaron de manera práctica. El subfactor fue clasificado y reducido, con los tres factores principales: Ecológico, Tecnológico y Social. El documento termina con una conclusión y recomendaciones de trabajo futuro.

The Sinos River watershed is one of the most polluted water basins in Brazil with great efforts for its recovery through integral management. PESTEL is an analysis for the study of the external variables with influence in the efficiency of the organization or project. This paper presents a model to address problems encountered in the measurement and evaluation process of PESTEL analysis taking into account interdependencies among sub-factors and modeling uncertainty and indeterminacy in Sinos river basin. A Neutrosophic Cognitive Maps was used for modeling the integrated structure of PESTEL sub-factors. A quantitative analysis was developed based on static analysis and neutrosophic numbers. To demonstrate the applicability of the proposal in the Sinos river external factor analysis a case study is developed. Interdependencies among sub-factors were includes and uncertainty and indeterminacy were modeled in a practical way. Sub-factor was ranked and reduced, with Ecological, Technological and Social are the top three factors. The paper ends with a conclusion and future work recommendations.

يعد مستجمع مياه نهر سينوس أحد أكثر أحواض المياه تلوثًا في البرازيل مع بذل جهود كبيرة لاستعادته من خلال الإدارة المتكاملة. PESTEL هو تحليل لدراسة المتغيرات الخارجية ذات التأثير في كفاءة المنظمة أو المشروع. تقدم هذه الورقة نموذجًا لمعالجة المشكلات التي تمت مواجهتها في عملية قياس وتقييم تحليل PESTEL مع مراعاة الترابط بين العوامل الفرعية ونمذجة عدم اليقين وعدم التحديد في حوض نهر سينوس. تم استخدام خرائط نيوتروسوفيك المعرفية لنمذجة الهيكل المتكامل للعوامل الفرعية لـ PESTEL. تم تطوير تحليل كمي بناءً على التحليل الثابت وأرقام النيوتروسوفك. لإثبات قابلية تطبيق الاقتراح في تحليل العوامل الخارجية لنهر سينوس، تم تطوير دراسة حالة. كانت الترابطات بين العوامل الفرعية تشمل وتم نمذجة عدم اليقين وعدم التحديد بطريقة عملية. تم تصنيف العامل الفرعي وتقليله، مع كون العوامل البيئية والتكنولوجية والاجتماعية هي العوامل الثلاثة الأولى. وتنتهي الورقة بخاتمة وتوصيات عمل مستقبلية.
