Abstract

Alors que l’arrivee des generations pleines issues du baby boom annonce un vieillissement demographique et une forte croissance des personnes âgees sur le territoire francais, le bassin minier du Nord-Pas-de-Calais se caracterise par une tres faible progression des proportions et des effectifs de personnes âgees. Cette absence de vieillissement est liee a la fois au comportement demographique des populations locales marque par une fecondite et mortalite relativement elevees et a un puissant mouvement d’emigration qui a lamine progressivement les generations issues du baby boom. Dans les communes minieres, et plus encore dans les cites minieres, les ayants droit des mines representent une population importante et fortement vieillissante puisque leur âge moyen est de 77 ans. Au cours des deux prochaines decennies, la disparition de ces generations de mineurs ou de veuves de mineur annonce un puissant mouvement de rajeunissement et de renouvellement demographique. Les logements miniers seront liberes par le deces de leurs occupants. Or, ces logements, souvent peu attractifs et bien identifies dans le paysage urbain, « attirent » aujourd’hui les populations les plus defavorisees. Le marche du logement, les strategies des bailleurs sociaux et de la SOGINORPA (proprietaire des logements miniers) et des acteurs locaux orientent les menages les plus fragiles vers ces logements d’un type particulier souvent regroupes en cites minieres. Il en resulte la creation de veritables poches de pauvrete. De ce fait, la diminution de la population âgee, resultat d’une situation posterieure au vieillissement demographique, se manifeste par un renforcement des processus segregatifs.
