Abstract

Cet article montre comment la rationalisation du travail, en faisant des flux d’usagers et de dossiers des variables à contrôler, modifie la nature et le sens du travail des agents de l’Assurance maladie. Il s’intéresse à la manière dont la rationalisation du travail influence la façon dont chaque groupe professionnel se représente les usagers (levier de productivité pour les gestionnaires, menace à la productivité pour les cadres, et ressource pour donner du sens à leur travail pour les street-level bureaucrats) et trient parmi eux les « bons » des « mauvais » usagers. Tandis que les plus pauvres ne font pas le jeu des gestionnaires ni des cadres, ils peuvent être perçus, sous certaines conditions, comme des usagers idéaux par les agents d’accueil. Ce sont ainsi plusieurs stratégies professionnelles et niveaux de tri que met en avant cet article, en analysant comment ils se succèdent et s’articulent, et en montrant que ces opérations engendrent, in fine, la réorientation voire l’éviction des usagers les plus pauvres, qui dépendent de la couverture maladie universelle complémentaire (CMU-C) et de l’aide médicale d’État (AME).
