Abstract

La fiscalité française de l’environnement est essentiellement une fiscalité de rendement et qui, alors pourtant que les exigences constitutionnelles n’y font pas obstacle, ne présente pas de caractère réellement incitatif sur les comportements. Cependant, pour être efficace en matière environnementale, l’impôt ne peut être seulement conçu comme un moyen de contrainte, difficilement accepté en général, mais il doit être envisagé comme un outil au service d’une politique publique qui offre des choix de comportements favorables à la préservation de l’environnement.
