Abstract

La territorialisation de l’action publique est un processus dialectique qui se donne à voir, dans le champ de l’insertion socioprofessionnelle, à travers la déterritorialisation/reterritorialisation des politiques et des professionnels chargés de les mettre en œuvre. D’une part, les politiques d’emploi et de formation sont partiellement extraites des territoires nationaux et redéployées à un niveau transnational. D’autre part, la (ré) inscription des politiques déterritorialisées dans des dispositifs « locaux » génère une redéfinition substantielle, en continu, des territoires institutionnels, organisationnels, professionnels, dans ce champ d’intervention publique. À travers l’analyse du dispositif « Carrefour Formation multi-opérateurs », nous montrerons que la territorialisation de l’action publique contribue directement à la construction de territoires professionnels et alimente la production d’identités professionnelles « schizophréniques ».
