Abstract

La production africaine de l’aluminium repose essentiellement (71 %) sur l’Afrique du Sud et la filiale mozambicaine de l’entreprise South32. Ce développement de l’aluminium en Afrique du Sud est assez paradoxal. L’offre initiale de surplus d’électricité s’est évanouie du fait de la hausse de la consommation domestique d’électricité et des difficultés que connaît le groupe Eskom. L’Afrique du Sud ne dispose pas de bauxite, l’alumine provient d’Australie. Même si la consommation locale d’aluminium s’accroît, l’essentiel de la production est exportée vers l’Asie du Sud-Est. Après l’installation par Alcan, en 1949, d’une usine de transformation, c’est un groupe public, Alusaf, qui construit la seconde électrolyse africaine après celle d’Edéa au Cameroun. Elle sollicite Alusuisse pour construire l’usine de Bayside en 1973, à un moment où le système de l’apartheid dominait. À la fin des années 1980, alors que le régime de l’apartheid est à l’agonie, Alusaf demande à Pechiney une nouvelle usine équipée des technologies d’électrolyse AP30. L’établissement moderne est inauguré en 1994 par le Président Mandela. Entre temps, les ingénieurs et les personnels expatriés de Pechiney ont réalisé dans de bonnes conditions financières et techniques l’installation de l’usine. Comment la seconde usine, celle de Hillside, a-t-elle été réalisée alors que le pays tournait la page de l’ancien régime ? Comment les différents acteurs, y compris les expatriés de Pechiney ont-ils géré cette situation : réaliser ce projet d’envergure dans le contexte d’une quasi-guerre civile au KwaZulu-Natal ?
