Abstract

La politique de la ville est aux prises avec un dilemme qui lui est consubstantiel : née en réponse aux insuffisances des autres politiques publiques, elle est en même temps suspectée d’entretenir l’éloignement persistant de ces politiques du fait même de son existence. D’où le mot d’ordre réitéré depuis un quart de siècle : « mobiliser les politiques de droit commun ! » pour corriger les effets d’une gestion « à part » de certains quartiers. Thomas Kirszbaum, sociologue, chercheur associé à l’Institut des sciences sociales du politique (ENS-Cachan/CNRS), enseignant au Master 2 « Gestion des collectivités territoriales » de Paris X, met en perspective ce mot d’ordre, identifie les postures qui permettraient de passer de l’intention aux actes. Tours et détours d’une notion complexe.
