Abstract

Atualmente a discussão sobre a questão de gênero tem sido marca indubitável das liberdades individuais e coletivas. Suscita-nos, porém o questionamento acerca do tema que enseja este estudo: onde a liberdade é cerceada a discussão do encarceramento feminino é aplicada? O levantamento Nacional de informações penitenciárias, realizado em junho de 2014 pelo Departamento Penitenciário Nacional traz dados quantitativos sobre a distribuição de vagas por gênero no território nacional. Mas, e o estado de Rondônia nessa matemática? Objetivo: A proposta do estudo é abordar não só aspectos quantitativos (esses têm menos importância circunstancial no enfoque), mas bem mais que isso, verificar se existe uma problematização da discussão sobre gênero e, caso havendo, uma efetiva aplicabilidade de uma agenda voltada para a temática. É necessário destacar, que o panorama da abordagem vai além do público encarcerado, ainda que esse mereça maciça atenção neste estudo, há que se vislumbrar também os operadores do sistema como um todo, trazendo também à baila a questão familiar. À luz do artigo Masculinidade Hegemônica, de Connel & Messerchidt (2013) que, entre outros trabalhos, subsidiou este estudo, se percebe que a análise do autor, também se aplica a realidade prisional rondoniense. Dar-se-á o presente estudo, norteado por levantamento bibliográfico, e dados adquiridos junto a instituições responsáveis pela pasta carcerária no Estado de Rondônia. A pesquisa evidencia que em Rondônia a administração carcerária, age de forma pontual e localizada e não planejada. Currently, the discussion on the gender issue has been an undoubted mark of individual and collective freedoms. However, it raises the question about the theme that gives rise to this study: where freedom is restricted the discussion of gender is applied? The National survey of penitentiary information, carried out in June 2014 by the National Penitentiary Department, provides quantitative data on the distribution of vacancies by gender in the national territory. But, what about the state of Rondônia in this mathematics? Objective: The purpose of the study is to address not only quantitative aspects (these have less circumstantial importance in the focus), but much more than that, to check if there is a problematization of the discussion on gender and, if so, an effective applicability of an agenda aimed at the thematic. It is necessary to highlight that the panorama of the approach goes beyond the incarcerated public, even though it deserves massive attention in this study, it is also necessary to glimpse the operators of the system as a whole, also bringing up the family issue. In the light of the article Hegemonic Masculinity, by Connel & Messerchidt (2013), which, among other works, supported this study, it is clear that the author's analysis also applies to the prison reality in Rondonia. The present study will take place, guided by a bibliographic survey, and data acquired from institutions responsible for the prison portfolio in the State of Rondônia. The research shows that in Rondônia the prison administration acts in a punctual and localized and unplanned manner.
