Compensation écologique et trame verte et bleue : une combinaison à explorer pour la biodiversité

Abstract

Le rapport du Sénat relatif à la compensation des atteintes à la biodiversité met en lumière les propositions d’identifier des zones à fort potentiel de restauration écologique en cohérence avec la trame verte et bleue (TVB), mais également de localiser de manière préférentielle les mesures de compensation écologique au sein de territoires cohérents avec la trame verte et bleue. Ces propositions visent à faciliter la mise en oeuvre de la compensation au sein de la séquence ERC mais permettent également d’inscrire les mesures compensatoires au sein d’une cohérence écologique territoriale. La mutualisation des outils de TVB et de compensation écologique présente de nombreux avantages, mais qui ne doivent pas éclipser les objectifs premiers de chacun des deux mécanismes. La conciliation des deux dispositifs doit ainsi se faire sans altérer leurs finalités premières. Ce sera ensuite aux collectivités territoriales de proposer une mise en oeuvre concrète de cette mutualisation, grâce à l’utilisation de solutions réglementaires et conventionnelles.
