La dé-dollarisation : les expériences du Vietnam, de l'Ukraine et de la Roumanie

Abstract

La plupart des économies en transition ont été frappées au début de leur transformation par le développement de la dollarisation, qui constitue une contrainte pour la gestion macroéconomique. Dans cet article, nous présentons l'expérience de trois économies, le Vietnam, la Roumanie et l'Ukraine, qui ont été particulièrement marquées par ce phénomène et ont entrepris de mener une politique de dé-dollarisation avec un relatif succès. Nous montrons que le processus de dollarisation répond aux anticipations de dépréciation du taux de change et au taux d'intérêt sur les dépôts en monnaie nationale. Même s'il apparaît inertiel et ne semble que peu réagir aux réglementations, le processus de dollarisation n'est pas irréversible. Par conséquent, la politique de change et la politique de taux d'intérêt semblent être les instruments adéquats à la mise en œuvre d'une politique de dédollarisation.
