Abstract

Comme le soulignait Jean Chardonnet, il y a trois ans déjà, dans son livre Guerre ou Paix, il faut nous déprendre du tableau traditionnel de l'Amérique latine, tel qu'André Siegfried, dans son livre classique, l'a incrusté dans nos esprits : exportatrice pour 95 à 99 p. 100 de matières premières, importatrice pour 65 à 76 p. 100 de produits manufacturés. Cette situation se fût sans doute prolongée, sans la crise de la seconde guerre mondiale. La carence des fournisseurs traditionnels, tendus dans leur effort de guerre, le blocus, la crise du tonnage, isolèrent presque totalement les Sud-Américains d'une Europe complémentaire de leur continent — et cela, alors que les États-Unis étaient incapables de faire face, tout de suite, à leurs besoins. Le trafic de Buenos-Aires baissa donc des deux tiers de 1939 à 1942, révélant une crise sans précédent par son ampleur… L'indication vaut pour toute l'Amérique latine et particulièrement pour le Brésil.
