Permasalahannya adalah bagaimana regulasi sistem kepartaian yang ada dalam membentuk kelembagaan partai untuk memenuhi fungsinya sebagai partai poli Ɵ k sesuai dengan undang-undang. Dengan menggunakan metode peneli Ɵ an sosio yuridis dapat disimpulkan bahwa regulasi kepartaian yang ada belum berpengaruh signi fi kan dalam penguatan kelembagaan partai.
