Strategi Komunikasi Organisasi Direktorat Pelaksanaan Anggaran dalam Pelaksanaan Program Monitoring dan Evaluasi Pelaksanaan Anggaran Tahun 2017

Abstract

This research aims to determine the communication strategies implemented by the Ministry of Finance’s Directorate of Budget Execution in Spending Review and Budget Implementation Evaluation Program, and to identify the constraints that occur in the implementation of that strategy. This research uses descriptive approach with qualitative data. The result shows that the internal communication strategy implemented was: (1) The message channel, by using verbal and face-to-face communication as the main method to coordinate and communicate during the program implementation; (2) The spesific content of the message, by using the goals of the organization as the main focus in organizational activities; (3) The environment in which communication occurs, by combining formal and informal communication method for coordination. External communication strategy implemented was: (1) to adjust the content of messages and materials with the characteristics and needs of external parties; (2) to utilize various media channels when communicating with external parties. Internal communication barrier encountered was the difference of perception between management and staff about the program, limited information sharing practices from the management to the staff, and leadership style that influential during the program activities. The external communication barrier encountered is the absence of feedback from external parties. Abstrak Penelitian ini bertujuan untuk mengetahui strategi komunikasi yang diterapkan oleh Direktorat Pelaksanaan Anggaran Kementerian Keuangan dalam kegiatan Spending Review dan Evaluasi Pelaksanaan Anggaran Kementerian/Lembaga, serta untuk mengidentifikasi hambatan yang terjadi dalam penerapan strategi komunikasi tersebut. Penelitian menggunakan pendekatan deskriptif dengan data kualitatif, yaitu data dan informasi penelitian dikumpulkan melalui wawancara mendalam serta observasi terhadap informan. Hasil penelitian menunjukkan strategi komunikasi internal yang diimplementasikan oleh Direktorat Pelaksanaan Anggaran adalah: (1) dalam hal pemilihan media, menerapkan komunikasi secara lisan dan tatap muka sebagai metode utama untuk melakukan koordinasi pada saat pelaksanaan kegiatan; (2) dalam hal pemilihan isi pesan, mewujudkan visi dan misi organisasi sebagai fokus utama pelaksanaan kegiatan organisasi; (3) dalam lingkungan tempat terjadinya komunikasi, menggabungkan antara komunikasi formal dan informal untuk koordinasi internal. Strategi komunikasi eksternal yang diterapkan adalah menyesuaikan isi pesan dan materi yang disampaikan dengan karakteristik dan kebutuhan pihak eksternal, serta memanfaatkan sarana media yang beragam dalam berkomunikasi dengan pihak eksternal. Hambatan komunikasi internal yang dihadapi adalah adanya perbedaan persepsi antara pimpinan dan bawahan terhadap pelaksanaan kegiatan, terbatasnya praktik sharing informasi dari pihak manajemen kepada pegawai, serta gaya kepemimpinan atasan yang berpengaruh dalam pelaksanaan kegiatan. Hambatan komunikasi eksternal adalah tidak adanya umpan balik dari pihak eksternal.
