Eficiência relativa dos hospitais universitários federais brasileiros

Abstract

Os Hospitais Universitários no Brasil (HUs) são entidades complexas tendo em vista que, além da prestação de serviços públicos de assistência à saúde, também abrangem as atividades de ensino, pesquisa e extensão no âmbito da educação superior. Em 2011, segundo Sodré et al. (2013), devido a alguns problemas que comprometiam a celeridade dos serviços prestados pelos HUs, tais como quadro de mão de obra insuficiente, instalações físicas insatisfatórias e subutilização das estruturas, foi criada a Empresa Brasileira de Serviços Hospitalares (Ebserh), com a promessa de otimizar a gestão dos hospitais universitários federais, ficando facultado a cada universidade firmar contrato de gestão com seus respectivos HUs. Ademais, considerando que estes complexos hospitalares são mantidos com recursos públicos, este estudo teve como objetivo analisar a eficiência relativa dos HUs, considerando o princípio da eficiência previsto no artigo 37 da Constituição Federal. Para tanto, este trabalho descritivo, quantitativo e documental utilizou a Análise Envoltória de Dados, modelo BCC orientado aos outputs, contemplando 36 HUs. Os resultados indicaram que cinco hospitais foram considerados eficientes, e dentre eles, o da Universidade Federal da Grande Dourados (UFGD) destacou-se como principal benchmarking. Dentre os fatores de input e de output contemplados na análise, houve destaque para a relação da quantidade de internações hospitalares por números de leitos e para a taxa de ocupação como os fatores com maiores potenciais de melhoria para que o grupo das DMUs ineficientes aperfeiçoe seus escores de eficiência. Além disso, observou-se que os três piores foram HU-UFPA, HU-UFAM e HU-UNIRIO.
