The problem of increasing the effectiveness of the industrialization of agriculture is an important component element in the Party's economic strategy for increasing the effectiveness of all social production. Vast financial, material, and technical resources have been allocated for the development of agriculture's productive forces, and the final national economic results depend in large measure on their effective use. The Report of the Central Committee of the Communist Party of the Soviet Union to the Twenty-fifth Party Congress noted that the further development of agriculture hinges on its increased effectiveness. This means that it is essential to improve all quality indicators of performance of agricultural enterprises, to achieve a maximum return on capital investments and fixed capital, and to secure the full utilization of the internal reserves of collective and state farms.
