Abstract

Italien als einst klassisches Auswanderungsland, findet sich heute in der Situation eines der Haupteinwanderungsländer im südeuropäischen Raum wieder. Die vorliegende Arbeit macht sich diesen Wandel zum Bestandteil und bindet zugleich die migrationspolitische Entwicklung mit ein. Die italienische Einwanderungspolitik hat mittlerweile einen sehr restriktiven Charakter angenommen, um vor allem der illegalen Einwanderung den Kampf anzusagen. Mit dem von Kritikern als oberflächliches „Notfalls-Migrationsmanagement“ bezeichnet, steht Italien auch innergesellschaftlichen Spannungen gegenüber, die sich in einer negativen Grundstimmung gegenüber Einwanderung äußern. Aus ökonomischer Sicht besteht eine Notwendigkeit von Einwanderung, die aber von Politik und öffentlicher Meinung nicht gewollt wird. Die einflussreiche politische Rechte schürt zudem Vorurteile gegenüber ImmigrantInnen und nimmt von beeinflussbaren Printmedien Gebrauch, ihre Interessen in eine empfundene „Ausländer-Hysterie“ bei der breiten Masse umzuwandeln. Ziel der Arbeit ist es, anhand von Italien Migration aus verschiedenen Blickwinkeln zu betrachten, indem historische, ökonomische, politische, soziale und mediale Sichtweisen miteinander verbunden werden, um gleichzeitig einen Überblick des gesamten Migrationsgeschehens zu liefern.

Italy once has been a classical country of emigration. Nowadays it finds itself in the situation of a main immigration country in the southern European region. This thesis report makes this change to an essential part and integrates it to the development of the migration policy. Meanwhile the Italian migration policy has adopted a strong restrictive character to primarily combat the irregular migration. Critics call it a superficial “emergency-migration-management”, which is facing major inner social tensions that manifest a negative prevailing mood against immigration. The economic point of view demonstrates a need of immigration, while politics and the public opinion reject it. The influential political right-hand is stoking prejudices against immigrants and avails itself of susceptible print media to transform its interests into a feeling of a mass “foreigner hysteria”. The object of this thesis report is to look at migration from different perspectives, by combining a historical, economical, political, social and medial perception, to obtain an overview of ongoing migration events in Italy.
