Este artículo se refiere al comercio entre países desiguales, donde esta desigualdad puede ser en términos ya de nivel de desarrollo económico ya de tamaño. Se afirma que países pequeños como Canadá y México pueden beneficiarse al establecer acuerdos de libre comercio con países más grandes. También se aboga por un acuerdo tripartita entre Canadá, México y Estados Unidos, en contraposición a dos acuerdos bipartitas entre éste último y cada uno de los otros.
