Abstract

L’assistenza, le forme di protezione sociale e di credito soli­dale hanno, in Europa, radici antiche che trovano il loro fon­damento nel medioevo e nella prima età moderna. Fu allora, infatti, che si sperimentarono strumenti nuovi per far fronte alle debolezze prodotte prima da una tumultuosa crescita e poi da una lunga recessione. In Italia, in particolare, una serie di nuove pratiche e di sensibilità si tradussero in un poderoso sforzo per dare forma di sistema alle politiche di contrasto al disagio sociale. Si crearono così le basi perché nascessero o si rinnovassero istituti con funzione di lotta agli effetti delle crisi sulla popolazio­ne più fragile: ospedali, ceppi, confraternite, corporazioni, enti elemosinieri, Misericordie, lebbrosari, brefotrofi, Monti di Pietà, che ricoprirono un ruolo a mano a mano più importante come risposta pubblica, cioè sociale, al bisogno. Gli studi rac­colti in questo volume sono inquadrati nella storia profonda di quell’insieme di istituti giuridici, di politiche, di strutture operative e culture che chiamiamo oggi welfare system.
