In his review of Hans Seper's Damals als die Pferde scheuten: Die Geschichte der osterreichischen Kraftfahrt in the October 1971 issue of Technology and Culture, Lynwood Bryant had this to say about the author: "He is patriotic enough to claim a good number of Austrian firsts. For example, he places the first petroleum refinery in the world in Galicia in 1858, a year before the discovery of oil in Pennsylvania." This passage calls for further explanation for two reasons.
