The relationship between experts and the general citizens in the selection of public works is analyzed. Minutes of discussion of agreement formation conferences are analyzed. The theoretical frame of the science, technology and society is used from the view of public understanding of science. Three committees are analyzed concerning the coastal environment or the flood control in which experts and general citizens participated. The minutes were open to the public and they are used as text, and are analyzed.“Cooperative interaction model” was proposed by Shibayama et al.(2003) based on “Lack model” and “Contextual model”. By using the model, a manual concerning method of managing the conference is proposed. In addition, the closure patterns of controversy (Beder, 1991) is used to analyze text. The conditions needed to aim at “closure by a sound discussion” are clarified.
