Riscos Naturais em Portugal

Abstract

Portugal sempre esteve e sempre estará sujeito a eventos naturais extremos, potencialmente causadores de vítimas e de elevados prejuízos ambientais, económicos e sociais. Com efeito, “as características naturais, particular-mente a sua posição no quadro geológico global e regional, as condições climáticas mediterrânicas, as condições geomorfológicas e de cobertura vegetal, de acordo com o modo como ao longo dos séculos se processou a ação humana na construção do território, ditam, para Portugal, um conjun-to significativo de riscos naturais” (Cunha & Ramos, 2013, p. 23), a que se junta um vasto conjunto de riscos de origem não natural. Nos séculos XX e XXI, destacam-se três riscos, cujas manifestações se têm revestido de maior dramatismo, sendo eles as inundações, as tempestades e os incêndios flo-restais, verificando-se ainda que as duas décadas que mais catástrofes re-gistaram foram as mais recentes, as de 2001–2010 e 2011–2020. No atual contexto de mudanças climáticas, associadas às mudanças globais, prevê--se que os eventos extremos (mega incêndios, secas extremas, inundações catastróficas, etc.) se tornem, gradualmente, na nova “normalidade”, agra-vando em geral a sua frequência, intensidade e capacidade destruidora, não estando os sistemas atuais de proteção civil preparados para enfrentar esta nova realidade. Neste contexto, o presente texto visa, de forma sumária, elencar, cronologicamente, os eventos mais conhecidos e mais dramáticos, quer pelo número de vítimas, quer pelos elevados prejuízos causados, que ocorreram em território nacional, nos séculos XIX, XX e XXI.
