
This preprint introduces the Fractal Observer Interpretation (FOI), a conceptual framework that explores how quantum measurement, temporal experience, and multi-scale cognitive processes may interact. FOI proposes that observation arises from resonance between three fields: the quantum system, the measurement apparatus, and the internal fractal structure of the observer.
